This is a Nikon F Vintage Camera. Lens is a 28mm f3.5 Nikkor Non AI.
Operationally the shutter fires smoothly. The meter though is untested but is most likely bad from age. Additionally the meter has a line going down the center prism, fungus on the eye side of the optic, and missing a bottom screw. Focusing screen has specs and could use cleaning. The lens focusing and aperture move smoothly. The optics have some dust, pitting from moisture, and cleaning scratches on the outside.
